Parliamentary Petition to Reduce VAT on Repairs, Maintenance and Energy Efficient Measures

A new report on the economic, social and environmental impact of cutting VAT from 20% to 5% in the specialised construction sector highlights the important role Scotland’s existing buildings could have in a green recovery.
As our former chairman, Peter Drummond, recently discussed in his article ‘Climate Change and the Historic Environment’ (AHSS Magazine, Autumn 2020) environmental sustainability and conservation are intertwined.
Through our casework, the AHSS consistently advocates for the adaptive reuse of historic buildings to reduce environmental damage. In addition, reducing VAT on repairs, maintenance and energy efficiency measures will enable property owners to upgrade and maintain our existing building stock.
The AHSS would like to invite members to sign a parliamentary petition calling for the government to reduce VAT on repairs, maintenance and energy efficiency measures from 20% to zero to encourage reuse rather than new-build which, at present, is VAT exempt. The petition needs 10,000 signatures to be considered by the Scottish Government. It is open until 8 August.
